RESUMEN: The geographic distribution of political representation affects the political power of different citizens. An existing literature in political science has studied the distributive consequences of the malapportionment---the relationship between electoral districts' population size and the number of districts' legislators. This paper exploits a natural experiment to analyze the effects of changes in the geographical structure of legislative representation in Uruguay between 1942 and 2010. In order to ensure proportional representation between parties at the national level, a number of legislative seats migrate from some electoral districts to others after every new election takes place. The process by which geographical representation changes depends on the structure of a handful of remaining votes across the 19 electoral districts. This variation is unrelated to any change in demographics. The phenomenon has the particular effect of creating an as-if random variation in electoral district sizes. We analyze the policy consequences of changes in geographical representation over a long time span of electoral politics in the country. In particular, we look at whether increased or decreased representation affects different policy inputs and outcomes of the primary education system. We find that districts winning representatives significantly increase their number of primary schools and teachers of the public national education system. Our results also show evidence that primary education enrollment has increased in districts favored with unexpected additional legislative representation. The results are the first ones in linking malapportionment to education policy. We believe this has important implications for the exiting knowledge on relationship between electoral institutions and human capital formation.

ABSTRACT: This paper studies a particular type of competition mechanism of policy diffusion that affects developing countries welfare policy choices. The existing literature often assumes that the target of global interstate economic competition is the overseas market, that is, the markets in third, export destination countries. However, for many countries, domestic industries also compete fiercely for their domestic market shares with imports from other countries in the world. Such import competition creates policy diffusion between a country and its import competitor countries. We posit that such policy diffusion might be observed in policy areas that affect production costs of domestic industries. We focus on import competitions effect on social welfare policies in developing countries. We test our theory in two broad types of policies: social insurance spending and progressive social spending. We find strong evidence for import-competition-induced policy diffusion in both policy areas. Moreover, in the case of social insurance, the effect of policy diffusion is mediated by the strength of labor, suggesting that strong labor is more capable of blocking welfare retrenchment policies

This paper explains variations in education spending among non-democracies, focusing on policy interdependence by trade competition. Facing pressures from spending changes in competitor countries, rulers calculate the costs and benefits associated with increased education spending: education increases labor productivity; it also increases civil engagement and chances of democratization. Therefore, rulers in countries whose revenues depend less on productive labor force and those with shorter time horizons are less likely to invest because of lower expected benefits; rulers with single-party regimes and authoritarian legislatures are more likely to invest because such institutions enable them to better survive threats associated with increased human capital. We find empirical support for policy interdependence and the conditional effects of government revenue source and time horizon.

This paper answers the question of why compensation after trade liberalization takes place in some developing countries and not in others. I argue that political leaders in less developed countries (LDCs) compensate workers and capital in the imports-competing sector when there is a lack of reallocation opportunities signaled by the formation of negative external balances after trade liberalization. The argument traces the formation of trade deficits to the industrialization models adopted in postwar period. Emphasis in imports-substitution industrialization increases the power of workers and capital oriented to serve the domestic market, reduces the reallocation opportunities towards the exporting sector, and increases the trade deficit after external barriers are removed. Under this circumstances, liberalizing politicians face increased political conflict and have incentives to compensate powerful losers while switching their basis of political support towards actors in the exporting sector. On the contrary, increases in openness within export-orientated economies are normally followed by external surpluses, and short-run dislocations are not compensated. Empirical implications are tested using dataset of 131 LDCs from 1963 to 2009.

This paper investigates the relationship between trade openness, labor informality, and public spending in social insurance. It shows that domestic political elites promoting more trade liberalization choose to manipulate the provision of social insurance to maximize their popular support according to the identity of the median worker (formal or informal) and the macro-economic context. I develop a general political argument inspired from the study of a wide variety of non-authoritarian developing countries, where the developed nations are a special case. Changing economic conditions --globalization and business cycles, transform the returns of labor for formal and informal workers explaining labor market coalitions around social insurance in a wide variety of countries. Empirical findings from a sample of 50 developing countries between 1981 and 2009 strongly support the theoretical predictions. Openness promote a counter-cyclical management of social insurance spending when labor informality is low, but it has pro-cyclical effects when informality is pervasive. In stark contrast, the analysis of 22 developed countries during the same period reveals that the effect of openness on social insurance spending decreases with labor informality independently of the business cycle.
